My Camera Editorial Advisory Board comment published on Jan.12, 2008, in response to the Camera’s question: Colorado has rejected nearly $500,000 in federal money “abstinence-only” sex education. Was that decision justified?

Governor Ritter’s decision to reject the $488,000 was based on the only randomized control trial the government has to determine statistical effectiveness of abstinence-only sex education. Since Title V is an implementation program, Ritter listened to sound advice from Ned Calonge, chief medical officer for the Colorado Department of Public Health and Environment before rejecting the federal tax dollars. Before making his decision, however, I hope he listened to representatives from the four programs who had previously received Title V funding before making his move. Not all successes can be shown statistically.
